Indian Country Law Enforcement Section Update
The Indian Country Law Enforcement Section (ICLES) of the International Association of Chiefs of Police (IACP) held its mid-year meeting Feb. 25-26, in Las Vegas, Nevada. The meeting provided an opportunity for the participants to network, share ideas, establish and re-establish friendships.
June Kress, Sr. Policy Analyst, COPS Office, DOJ reported on federal initiatives and funding. Dan Roggenbuck, FBI, reported on the training initiatives the FBI has implemented. Norena Henry, OJP, presented information on the BIA Bullet Proof Vest Partnership and detailed the cooperative planning efforts between her office, the FBI, the COPS office and others that address the tribal court system, tribal juvenile justice, and tribal detention. Robert Cole, OJP, addressed the section on the "Police Corps" program. A special presentation was given to the section by Donovan Brown, Chief Prosecutor, Navajo Nation that provided the section with an overview and update of the Russell Means case, jurisdictional and sovereignty issues.
The membership also discussed the section's activities in the Indian Country Law Enforcement Memorial and explored ways to enhance their participation.
The chairman of the section, Ed Reina invites all interested parties that will be attending the IACP Annual Conference, to attend the next meeting scheduled tentatively for Sunday, Oct. 31 in Charlotte, NC.
Membership of the section is comprised of chief police executives in Indian Country, tribal police chiefs, Bureau of Indian Affairs, and other Federal Agencies command staff, and those chief police executives that work on or about Indian Country, such as municipal police chiefs and sheriffs. Membership in the section is open to all active, life and associate members of the IACP who are in good standing and engaged in providing police services affecting Indian Country and who, if not the head of the agency, have approval of their agency chief executive.
